OTTAWA, August 9, 2007 — The Competition Bureau today made public a report it commissioned on potential approaches to the assessment of dynamic efficiencies in the merger review context. The report, entitled “Innovation and Dynamic Efficiencies in Merger Reviews” was drafted by CRA International, an economic and financial consulting firm.
The report was commissioned as part of the Bureau's ongoing work in the area of efficiencies in merger analysis. The report proposes a framework for incorporating certain innovation arguments into merger review, and elaborates on the authors' suggested analytical approach to the issue of efficiencies generally, and dynamic efficiencies in particular.
CRA's report was included in the materials submitted by the Bureau for a June 2007 Organisation for Economic Co-operation and Development competition committee meeting, and contributed to the discussions at that event.
While the Bureau considers the report to be a valuable contribution to the important debate on dynamic efficiencies, it remains an independent third-party document.
