Competition Bureau Publishes Guidelines on Consumer Rebate Promotions

OTTAWA, September 21, 2009 — The Competition Bureau today published its Enforcement Guidelines on Consumer Rebate Promotions.

The purpose of the Guidelines is to clarify the Competition Bureau’s approach to interpreting the false or misleading representations provisions of the Competition Act, the Consumer Packaging and Labelling Act and the Textile Labelling Act in the area of consumer rebate promotions.

The Guidelines also outline best practices that the Bureau recommends businesses follow when offering rebates, both to comply with the law and to ensure consumers can make informed purchasing decisions. The Guidelines are part of the Bureau’s ongoing effort to clarify and provide guidance about its enforcement policies and practices.

The Bureau held public consultations on the draft Guidelines in March 2009, and has taken into account comments received in preparing the final Guidelines.

The Competition Bureau is an independent law enforcement agency that contributes to the prosperity of Canadians by protecting and promoting competitive markets and enabling informed consumer choice.
